Portable Power Station and LiFePO4 Battery Certifications: What Importers Must Verify

UN38.3, UL 2743, CE, FCC, EAC and UA TR explained: the certification file set every importer should obtain before shipping lithium-based power products.

Certification is the line item that turns a good margin into a bad one when it is discovered late. It is also the topic where suppliers speak most loosely: a logo on a datasheet is not a certificate, and a certificate for a different configuration is not a certificate for yours.

This guide separates the two questions importers routinely conflate — transport compliance (can this shipment legally fly or sail) and market compliance (can this product legally be sold and marked in the destination market) — and lists the document set to request before you pay a deposit.

This is commercial guidance, not legal advice. Regulations in this category are under active revision, particularly in the European Union. Confirm the current position with your compliance partner or notified body before you place the product on a market.

1. Question one: transport compliance (UN 38.3)

Lithium-ion products move as Class 9 dangerous goods. The baseline requirement for every configuration is the UN 38.3 test summary under the UN Manual of Tests and Criteria — eight tests, T.1 to T.8, covering altitude simulation, thermal test, vibration, shock, external short circuit, impact, overcharge and forced discharge. A battery design passes only if it shows no leakage, no venting, no disassembly, no fire, no rupture and no voltage loss beyond the specified threshold.

What this means commercially:

  • The test summary must cover your cell and pack configuration, not a similar one. A new cell, a changed cell count, a different BMS protection threshold or a redesigned enclosure can invalidate the reference.
  • The summary must be available as a document. Freight forwarders and carriers routinely ask for it before booking, and it is required for the shipper’s declaration.
  • State of charge. Lithium-ion cells and batteries shipped by air are subject to a state-of-charge limit of 30%; the requirement has applied to cells and batteries shipped on their own, and from 1 January 2026 extends to lithium-ion batteries packed with, or contained in, equipment. Plan the charge step into your production schedule rather than discovering it at the airport.
  • Safety data sheet (SDS) in the destination market’s language, plus the correct packaging instruction, Class 9 label and lithium battery mark for the mode of transport.

Ask for: UN 38.3 test summary, SDS, and the packaging instruction the factory uses. Check that the model designations on the summary match the models on your invoice.

2. Question two: market compliance — the European Union

For the EU, “CE” is not a certificate you buy; it is a declaration that named directives and regulations have been met. For a portable power station or LiFePO4 storage product, the relevant set typically includes:

Practical points that catch importers out:

  • You are the economic operator on the hook. As the importer, you must be able to produce the technical documentation, the EU declaration of conformity and the CE marking basis on request from market surveillance authorities. Collect the file at the time of order, not later.
  • Battery Regulation is phased. CE marking obligations for batteries placed on the EU market have applied since 18 August 2024. Carbon footprint declaration phases in — from 18 February 2025 for electric vehicle batteries, and from 18 February 2026 for rechargeable industrial batteries above 2 kWh — with the declaration accompanying the battery physically until 18 February 2027, after which it becomes accessible via a QR code linked to the digital battery passport. The battery passport itself becomes mandatory from February 2027 for EV, LMT and industrial batteries above 2 kWh. Confirm the current delegated acts, because the sequence and scope are still being finalised.
  • Removability. A requirement for portable batteries to be removable and replaceable by the end user applies in the EU from 18 February 2027. If your product roadmap extends past that date, this is a design requirement, not a paperwork requirement — an integrated pack that cannot be replaced without tools may not be compliant. Raise it with your supplier now, while tooling can still change.
  • National registration. Waste-battery and WEEE registration is handled nationally (for example, registration with the relevant national producer responsibility scheme in Germany), and it is the importer’s or distributor’s obligation, not the factory’s.

3. United Kingdom

Great Britain uses UKCA marking, with its own conformity assessment basis. Northern Ireland arrangements differ. If you sell into both the EU and GB, budget for two marking files rather than assuming one covers the other.

4. United States

  • UL 2743 is the safety standard for portable power packs and is the listing most retailers, distributors and insurers ask for. It is not a federal mandate; it functions as a commercial requirement in practice.
  • FCC Part 15 Subpart B applies to the unintentional radio emissions of digital devices, and is relevant to any product with a controller, display or wireless module.
  • For stationary home or commercial storage, UL 1973 (batteries for stationary applications) and UL 9540 (energy storage systems and equipment) are the references, with UL 9540A covering thermal runaway fire propagation testing. If you are installing rather than reselling, fire-code documentation from these tests is frequently requested by the authority having jurisdiction.

5. EAEU / Russia and Ukraine

  • EAEU: products are certified or declared under the technical regulations of the Eurasian Economic Union, principally TR CU 004/2011 on low-voltage equipment and TR CU 020/2011 on electromagnetic compatibility, with TR EAEU 037/2016 covering restriction of hazardous substances. Note the distinction between a certificate and a declaration of conformity — they are not interchangeable and the applicable form depends on the product category.
  • Ukraine: the country applies its own national technical regulations (UA TR) aligned with the EU acquis, administered by recognised conformity assessment bodies, with Ukrainian-language marking and documentation. Distributors in this market expect the certificate file to be available at the quotation stage.

7. Red flags in a certification conversation

  1. A supplier who sends a certificate image but not the test summary or report.
  2. Certificates listing a model name that does not appear on your quotation.
  3. A “CE certificate” issued by an organisation that is not a notified body for the applicable directive — CE is a declaration, and only certain product categories involve a notified body.
  4. Certification offered as a post-order add-on when your configuration differs from the certified one.
  5. No SDS, or an SDS in a language your carrier cannot accept.
  6. A UL mark without a verifiable file number.

FAQ

Can I use the factory’s existing certificate for my branded version? Only if the configuration is unchanged. Branding, enclosure, cell model, BMS parameters and output ratings all sit inside the certified configuration. Cosmetic-only changes are frequently acceptable; anything electrical usually requires re-testing.

Who is responsible if a product is non-compliant on the market? The importer or the authorised representative within the market. That is why the technical file should transfer to you with the first order, not on request years later.

Is UL 2743 mandatory in the United States? It is not a federal requirement for this product class, but it is effectively a channel requirement — major retailers, distributors and insurers ask for it, and it is the standard referenced in product liability discussions.

Do I need a different certificate for every power rating in a series? Not necessarily. Certification can cover a family where the electrical design and components are shared and the tested worst case is representative. Confirm with the test laboratory how your specific ratings fit inside the certified scope.

How long does certification take? It varies with scope and laboratory queues, and it is usually the longest pole in a first order. Build the test window into your launch plan, and ask your supplier which certifications are already held versus which need to be opened.
